The Council emerged after days of negotiations with a multi-annual financial framework (MFF) for 2021-2027 setting the EU budget and COVID recovery package. An historical agreement that has made a lot of ink flow and generated lots of debates and interpretations. But what was actually agreed? I try here to present a simplified rundown of the key points of the agreement, published by CEPS.
