The risk of 'false positive' RRF milestones

In an article for the Corriere de la Sera, Francesco Corti explains how reaching RRF milestones and targets may not actually reflect having successful results. He also points out that a number of linked conditions may not have been well thought through when the member states drafted their national plans. Based on two real examples, he explains how such cases can easily arise and recommends to review the way monitoring is undertaken.
